Hialeah is FPL territory, with 1:1 net metering and a $30 minimum bill. It is also the city where we have the clearest example of what well-designed net metering does: a $214.90 bill that came out at −$40.79 one year later. Here are the numbers and the conditions.
Which utility serves Hialeah, and does 1:1 net metering apply?
FPL. Hialeah sits inside FPL’s Miami-Dade territory and the rules are the same as in Miami: each kWh you export is credited at the same value as one you consume (1:1 net metering), the monthly surplus rolls to the next month, and in December FPL pays what is left at the COG-1 rate, its average cost of generation. The system must produce less than 115% of your annual consumption, and the minimum bill is $30 a month on the base portion, plus taxes. Full details in FPL: rates and net metering.
The real Hialeah case
A Hialeah customer was paying FPL $214.90 in February. He installed a system designed at ~110% of his consumption. The same month the following year his FPL bill showed −$40.79 and the note “DO NOT PAY”. It is not magic and not a giant system: it is the credit accumulated through the year, settled by FPL at the close, on a home where the size came from the 12 bills and not a catalog.
What that number does not show: between one close and the next, he paid the $30 minimum bill plus taxes every month. And the credit balance was possible because it was designed with margin. The mechanics are in net metering in Florida.
How much does a solar system cost in Hialeah in 2026?
There is no public, verifiable price per watt for Hialeah alone, and we will not invent one. The sourced reference is the Florida average: $2.71 per installed watt before incentives, according to SolarReviews (updated October 2026). As in all of Miami-Dade, the HVHZ permit and reinforced mounting can push your price above that average. The totals are our own arithmetic: the cost per watt SolarReviews publishes for each size, multiplied by the size.
| Size (Florida average, SolarReviews Oct. 2026) | Cost before incentives |
|---|---|
| 5 kW ($3.00/W) | ≈$15,000 |
| 10 kW ($2.52/W) | ≈$25,200 |
Heads up: the 30% federal credit for buyers (Section 25D) ended for systems placed in service after December 31, 2025. An “after-credit” price in 2026 only applies to a lease/PPA (Section 48E, through the end of 2027), and the third party captures the credit, not you. Confirm with your tax preparer. How many sun hours does Hialeah get?
About 5.2 peak sun hours per day on a fixed-tilt panel, per TurbineGenerator, the same as Miami. A peak sun hour is one equivalent hour of full irradiance. With that, a 10 kW system produces on the order of 50 kWh on an average day before losses. Roof heat trims efficiency somewhat in summer; design uses month-by-month data.
What is the typical bill?
There is no public, verifiable average bill for Hialeah alone. As a reference, the average Florida household used 1,104 kWh a month and paid $156.09 in 2024, according to EIA, and the state’s average residential price was 15.03¢/kWh in July 2026. Many Hialeah homes have high usage from old air conditioners, more than one family under the same roof or an efficiency out back, and that makes the system bigger. Before buying a large system, it is worth checking whether an AC or insulation change lowers consumption, and with it the system size. How to read your bill: how to read your FPL bill.
Roof and hurricanes in Hialeah
Hialeah is in Miami-Dade and therefore in the High Velocity Hurricane Zone, with a 175 mph design wind. Mounting must have product approval and engineer-stamped calculations; the city requires it in the permit. Many Hialeah homes have flat or low-slope membrane roofs: there, anchoring and waterproofing matter more than on a pitched shingle roof. If the roof is over 15-20 years old, the order is roof first. HOAs in Hialeah
Most single-family homes in Hialeah have no HOA. Where there is one, Florida Statute 163.04 prevents it from prohibiting solar collectors; the association can only weigh in on placement without reducing output and require architectural approval.
Is solar subscription available in Hialeah?
Not for now. Our subscription partner operates in Central Florida (Orlando, Kissimmee, the Tampa area). In Hialeah the options are purchase, loan, PACE or lease/PPA; we compare them in solar subscription: how it works.
When solar does NOT make sense in Hialeah
- Bill under $100: the $30 minimum bill plus taxes eats the savings.
- Flat roof with an old membrane or leaks: roof first.
- High usage from a 20-year-old air conditioner: sometimes replacing the AC saves more per dollar than panels.
- Home with an efficiency or a shared meter where the usage is not yours.
What to check before deciding
- Your 12 FPL bills, with the 13-month chart.
- That the quote shows $/W and whether it includes the HVHZ permit and engineering.
- That the system is below 115% of your annual consumption.
- That the savings projection subtracts the $30 minimum bill and taxes.
- That the installer knows the City of Hialeah permit and membrane roofs.
